Dear Mr. Denton:
We have reviewed your letters of March 10 and April 15, 1980, concerning the development of the revised Emergency Plan for North Anna Power Station to meet the intent of NUREG-0654. You also ex-pressed the need for submittal of the North Anna Emergency Plan as early as possible so as not to delay the anticipated full power license for North Anna Unit 2.
The criteria of NUREG-0654 were used in the development of this revision as well as the coments and interpretations presented at the March 26th meeting in Williamsburg, Virginia with the Joint NRC/ FEMA Emergency Plan Review Team. We feel that this submittal meets your needs for review and approval prior to the full power license.
It should be noted that the evacuation routes and assembly points for the general population have not been identified by the State and local governments to meet the new criteria. This information is under development by them and will be presented as soon as it is avail-able to us.
This Plan is based on existing meteorological capabilities as our plans for meeting the criteria of Appendix 2 to NUREG-0654 are still under development. As you are aware, tihese criteria are currently out for comment, and therefore it is necessary that they be finalized before the company comits any further capital outlay.
The interim Technical Support Center and Operations Support Center are described in the Plan. Development of the permanent center at the site is underway but is not expected to be completed before l
December 31, 1980.
The Early Warning System, by statute, is the ultimate responsi-(
l bility of local governments. However, Vepco, along with the State and 3 0 l
local governments near both the North Anna and Surry sites are th working towards systems that meet the intent of this criteria. Con-I sultants have been hired and are currently studying i he methods, placements () p.
and operation of the most effective systems. We expect the results of 6 these studies and recomendations soon.

The " Letters of Agreement" are currently being renegotiated to meet the requirements of NUREG-0654. Copies will be sent to you to be added to the appendix as they become available.

The Vepco Corporate Emergency. Response' Plan,. an Appendix to l
this Plan, is being rewritten and will be submitted within thirty days.
We wish to point out that we are working to be better prepared to meet any potential emergency situation that may arise at the station.
This revised plan contains many changes to reflect the. criteria of NUREG-0654, and we trust your review can be completed by early June, the date we now anticipate completion of the 5% power natural circulation test program. We are prepared to meet and discuss any item or question you may have. Questions may be directed to Mr. P. R.
