TODD SHIPYARDS CORPORATION NRC LICENSE SNM-1015 In response to your memorandum of April 22,1980, we have sent Todd Shipyards a copy of our Guideline that describes decontamination require-ments that must be met prior to termination of License No. SNM-1015. A copy of our letter is enclosed. Our jurisdiction, as far as release of the building for unrestricted use is concerned, is limited to contamination 1

resulting from past activities under SNM-1015. This includes contamination of pool piping which occurred during fuel storage and modification activities.

We understand that the building is being used for radioactive waste storage under a license issued by the State of Texas and that contamination of the building has resulted from these activities. The State, in our view, is responsible for establishing decontamination requirements related to activities licensed by the State.
