We agree that the changes are consistent with the provisions of 10 CFR 50.54(p).
Pursuant to Section 2.790(d) of 10 CFR Part 2, we are with-holding the Security Plan and changes from public disclosure. Withholding from public disclosure and inspection does not affect the right, if any, of persons properly and directly concerned with the project to inspect the information.
