Gilbert / Commonwealth Docket No. 99900525/79-04 NOTICE OF DEVIATION Based on the usults of an NRC inspection conducted on November 26-29, 1979, it appeared that certain of your activities were not conducted in full compliance with your commitments as indicated below:
Criterion V of Appendix B to 10 CFR 50, states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accom-plished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantita-tive or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished." Deviations from these requirements are as follows:
A.
Section IC.4 (Quality Assurance Program Description) of the PSAR for VCS-1 (V. C. Summer Nuclear Station Unit 1) states in part ".... The GAI/QA plan describes the QA methods and procedures which will be utilized by Gilbert Associates, Quality Assurance Department.
Implementing Section IV.C.1 of the GAI VSC-1 Quality Assurance Manual requires that ".... GAI/QAD Personnel maintain the assigned (QA)
Manual in a neat and orderly manner and in accordance with Document Record Release Instructions..
The Document Record Release form contains instructions for the recipient to destroy the obsoleted procedures, insert the new or revised procedures and annotate the Table of Contents accordingly.
Contrary to the above, the table of contents of the GAI VCS-1 Quality Assurance Manual No. 20 was not annotated to include GAI/QA(F) 11.94 dated June 1976 and GAI/QA 13.1 dated August 16, 1976 in accordance with the instructions contained in Record Release No. 107 dated September 22, 1976.
B.
Section 4.3 (Procurement) of Volume I of the SCE&G (South Carolina Electric and Gas) Quality Assurance Plan for VCS-1 states in part that ".... GAI is delegated the lesd in BOP (Balance of plant) procurement functions and cor. tract documents..
Section 9.0 (Procurement) of the GAI VCS-1 Project Management Manual states in part ".... all procurement for safety related items is controlled by written technical requirements specified in one of two forms:

Procurement Specifications and associated Bills of Material.

Contrary to the above, the procurement for nuclear safety related pipe rupture restraints under purchase order SN10218SR was not con-trolled by written technical requirements specified in the Procure-ment Specification or the associated Bill of Material.
Specifically, neither the Purchase Specification (SP-527), nor the associated Bill of Material (SC-15), individually or collectively, contained or specifically referenced the design / construction drawings and/or, the manufacture / fabrication drawings for pipe rupture restraints.
