Union Electric Company Docket No. 50-483 Based on the results of the NRC inspection conducted between February 1-29, 1980, it appears that certain of your activities were not conducted in full compliance with NRC requirements as noted below.
This item is an infraction.
1.
10 CFR 50, Appendix B, Criterion III and SNUPPS-C PSAR Paragraph 17.1.3 requires that applicable regulatory requirements and the design basis... are correctly translated into specifications, drawings, procedures, and instructions.
SNUPPS PSAR Chapter 3 Design of Structures, Components, Equipment and Systems Table 3.2.1 Sheet 2 refers to IEEE 308 as a principle construction code. IEEE 308 paragraph 5.2 states that, "the class 1E power systems shall be capable of performing their function when subjected to the effects of any design basis event."
Contrary to the above, Class IE electrical cable trays were attached to and located direccly under the plant North Auxiliary Building stair well. The stair well has not been designed nor constructed to meet Criterion III requirements.
