The State of Washington was represented on-site during this { inspection. No package was opened. Results The exterior of the shielding cask was not labeled nor marked to show hazardous materials contained within. This appeared to be in violation with DOT regulation. Background

NRC inspection at the low level radioactive waste disposal site, operated by NECO at Richland, Washington, continues. As part of the inspection conducted between December 14 and 21, 1979, this report details the inspection results for Trailer 228146. Radiation survey instruments used were NRC 005340 (Xetex Model 303A) and NRC 000356 (Digi - Master). The field count rate meters were NRC 004280 (TA PUG - LAB, s/n 10747) and NRC 004279 (TA PUG - LAB, s/n 10747) connected to pancake GM detectors. All these portable instruments have a recalibration date of February 26, 1980. Laboratory recounts of the wipe samples were analyzed with NRC 000383, NMC Gas proportional Counter Model PC 55. A representative of the State of Washington was present during this inspection. DOT representative was not onsite. No container was opened. As an independent measurement effort, this vehicle was surveyed for contamination after off-loading. This survey was a direct measurement with pancake detector about 1 inch from the surface of interest. This survey found no radioactive contamination on the vchicle. License - Shipper: Cooper Nuclear Station Brownville, Nebrr.ska Shipment Inspected: December 20, 19 9 Carrier: Tri-State Moto*. Transport Company Trailer: 228146 Freight Bill: 267747 1. This sole use vehicle transported-a cable tied down shielding cask on an open flat bed trailer. The cask provided outside packaging for 55 gallon metal containers of poly ion exchange resins, designated as LSA. The trailer was porperly placarded. The freight bill is enclosed as Appendix l-9. 2. The cask was observad with no exterior label nor marking for the contained hazardous material. The only outside cask marking stated " Cask No. 1" An inadvertent separation of the cask from the vehicle will result in the loss of all information about the cask contents. l l l

. i The contents, which consisted of 14 individual metal drums, were noted to have dose rates of roentgens per hour with the highest surface reading of 8 R/hr and 2 R/hr at 3 feet (Appendix 8). The condition of this unmarked outside package appeared to be contrary to DOT regulations, which requires the outside container must be marked for each hazardous material contained therein (49 CFR 173.25 (a)). 3. Radiation measurements of the vehicle showed maximum dose rates cif 19 mR/hr at the surface of the trailer, 4 mR/hr at 6 feet from the trailer and~ 0.1 R/hr in the cab. Wipes of the vehicle and exterior surfaces of the cask showed no removable radioactive contamenation. 'After off-loading, sampling wipes taken of the cask interior also revealed no detectable radioactive contamination. An exit interview was conducted by NRC Region IV personnel by telephone on March 5, 1980. The Region IV inspector contar',ed Mr. L. Lessor and Mr. J. Sayer of the Nebraska Public Power District. The inspector reviewed the circumstances of the inspection, the applicable requirements and the item of noncompliance. Background

NRC insoections at the low level radioactive waste disposal site, operated by NEC0 at Beatty, Nevada, continues. As part of the inspection conducted between January 21 and 25, 1980, this report details the inspection results for Trailer 228146. Field radiation survey instruments were NRC 006385, E-520 S/N 1462 with a HP 250 pancake probe and NRC 005780, Xetex 303A, S/N 04035, which is to be recalibrated by March 20, 1980. Lc5 oratory recounts of the wipe samples were analyzed with NRC 000383, NMC Gas Proportional Counter Model PC 55. No representatives from the State of Nevada or D0T were onsite during this inspection. Therefore, no packages were opened. Licensee-Shipper: HPPD, Cooper Nuclear Station Brownville, Nebraska Shipment Inspected: January 21, 1980 Carrier: Tri-State Motor Transport Company Freight Bill: 331751/ Shipment 80-6 Trailer: 228146 1. This shipment was a shielding cask, cabled down on a flat bed trailer. Inside the cask were 14 Type 17H metal containers, each of which contained LSA materials with less than Type A quantities. Exclusive use of the vehicle was requested, and vehicle placarding was in accordance with 00T regulations. Appendix A enclose a copy of the freight bill. 2. No marking was observed on the outside of the shielding cask. Only observed marking on the surface of the cask was " Cask No. 1". This unmarked outside package appears to be in noncompliance with D0T regulations, which requires the outside of each outside package must be stenciled or otherwise marked " Radioactive-LSA." (49CFR 173.392(c)(8). l

3. Appendix B are reproduced photographs of the cask, tractor and trailer. Appendix B-1 identifies the Tractor 174, and Appendix B-2 identifies the Trailer 228146. In both of these views the proper marking was not observed. Appendix B-3 showed the 17H metal containers being lifted out of the cask. The proper marking was on these metal containers but not on the surface of the cask. 4 The radiation measurement at the surface of the vehicle had the maximum dose rate of 1mR/hr. Measurements taken at 6 feet from.the surface of the trailer and in the cab have dose rates at<lmR/hr. l Wipes of the vehicle and cask identified no removable radioactive contamination.
