20555 BRUNSWICK STEAM ELECTRIC PLANT UNIT NOS. 1 AND 2 DOCKET NOS. 50-325 AND 50-324 LICENSE NOS. DPR-71 AND DPR-62 QUALITY ASSURANCE REQUIREMENTS REGARDING DIESEL GENERATOR FUEL OIL

Dear Mr. Eisenhut:

In response to your letter of January 7, 1980, requesting that we review our Quality Assurance Program with regard to diesel generator fuel oil, Carolina Power & Light Company submits the following response:

Diesel generator fuel oil is included in the Quality Assurance Program for consummable items at the Brunswick Steam Electric Plant (BSEP). With respect to Regulatory Guide 1.137, " Fuel Oil Systems for Standby Diesel Generators," BSES is in com-pliance with the applicable sections with the following exceptions:

Due to the high usage of fuel oil at BSEP (approximately 3000 gallons per day), it is not practical to sample each truck load or storage tank of fuel oil for a full set of analyses. We propose to sample for specific or API gravity, water and sediment, and viscosity as follows:

Each Delivery Prior to Off-Loading 2.

Fuel Oil Day Tanks Monthly 3.

Main Storage Supply Tank Monthly BSEP currently has the ability to sample for water and sediment and viscosity. The equipment necessary for testing for specific or API gravity is being purchased, and testing will be implemented by September 1, 1980.

The supply tank at BSEP is vented to the atmosphere; therefore, a hydro of the tank is impractical. We propose to test the tank for leaks to the atmosphere by filling the tank to capacity and checking for leaks as per the ISI testing program, ASME Section 11, 1974 Winter Edition, 1975 Summer Addendum.
