Emergency Planning and Procedures l

Donaldson was the RI inspector assigner, to TMI for Emergency Planning inspection immediately prior to the accident.

Prior to his assignment he said that the facility was assigned to C. O. Gallina, IE/RI from the date of the initial inspec-tions of the Unit 1 Emergency Plan.

The interview was concerned principally with the clarification of certain items -

in the Emergency Plan and response section of the draft IE Investigation report.

The report references licensee procedures in the 1778 series in connection with the E.P. rather than the 1670 series which are E.P. procedures.

Procedure 1778 ~

is a H.P. surveillance procedure titled " Emergency Readiness Checklist." The licensee has incorporated Emergency Plan surveillance and maintenance' procedures in a different procedure series than the 1670 procedure series.

C:{;%sQ 1978 was the result of an attempt to implement the requirements of 10 CFR 73.55.'..VJ This method of implementing a procedure change was contrary to the Tech _ Spec:

requirement for procedure change and review.

2 Donaldson provided the names of various individuals that had filled positions in the emergency organization shown on the emergency organization charts assembled by the IE investigation and included in the IE investigation report.

With respect to the off-site organizations that were involved in the notifica-tion process, Donaldson said that generally they were satisfied with the prompt-ness of the notification and the information which Met Ed provided.

Donaldson identified possible personnel exposures in excess of regulatory limits that were outside the time frame of the IE Investigation. These included P. Velez, Met Ed, 3/31/79 reestablish seal water pp. 47-48 Tape 62 Tape 63 pp. 9-10 4/3 or 4/4/79 Frank Tulinko, B&W The delay in the evacuation of nonessential personnel from the island on 3/28/79 was a licensee judgment based on the possibility that certain of the people might have been needed on site in response to the accident.

With respect to information concerning the development of the Emergency Plan, Donaldson recommended Alexis Tsaggaris, Maintenance Supervisor, Titus Station, 4

Met Ed, formerly Training Supervisor at TMI.

Donaldson said that C. Gallina was the inspector on Unit 1 Emergency Plans.

and that he and P. Stohr succeeded him in that capacity. He said that licensing-didn't look at the Emergency Plan after Unit 1 was licensed. According to; Donaldson, licensing was not reviewing any updates to the Emergency Plan ~.. The

" legal" Emergency Plan is Apprndix 13A, Amendment 65, 5/11/78, to the FSAR.

The

u licensee has established this document (Appendix 13A) as procedure 1004 for which'

- o no legal basis exists.
