Appendix A NOTICE OF VIOLATION Union Electric Company Docket No.30-483 Based on the results of an NRC inspection on February 12-15, 1980, it appears that one of your activities is in noncompliance with NRC require-ments as noted below. This item is an infraction.
10 CFR 50, Appendix B, Criterion XVI states in part, that "in the case of significant conditions adverse to quality, the measures shall assure that the cause of the condition be determined and corrective action taken to preclude repetition."
Paragraph 17.1.16 of the SNUPPS Preliminary Safety Analysis Report states in part "The program requires that the cause of the adverse condition be determined, corrective action be taken to preclude repetition and veri-fication be made that these actions have been implemented in a timely manner in accordance with specified requirements."
Contrary to the above, the inspectors determined that Union Electric Company (UE) failed to ensure that Bechtel responded to the corrective action proposed by UE/SNUPPS to determine the cause of adverse quality in the pipes procured and prevent recurrence.
