Docket 50-305 Operating License DPR-43 IE Bulletin 79-OlB, Environmental Qualification of Class IE Equipment This letter contains certain information requasted by your office in the referenced bulletin pertinent to those items selected for the 45 day response.
We informed Mr. Hughes of your of fice of our intended action regarding this bulletin in a phone conversation on March 28, 1980.
Bulletin 79-OlB requested that we provide a " Master List" of all equipment required to func~ tion under postulated accident conditions. We have evaluated our plant systems to determine the equipment required to operate af ter an accident to bring the plant to a safe, shutdown condition, which may also be subject to a harsh environment. The attached documentation contains the results of our review of that equipment completed to date.
To the best of our knowledge the information contained in the attachments is true. Upon completion of our review an update report will be provided to your office if additional information is identified.
Tlie environmental specifications identified in the attachments were obtained from our FSAR. In a few cases where the FSAR did not identify a specifica-tion, the appropriate value was obtained from the purchase order for the specific item. The FSAR values are appropriate for this review since they define the expected post-accident conditions which will exist in the plant. The equipment qualifications were obtained from available documentation as noted on each sheet. All qualification methods are prototype tests; further definition of the specific qualification method is given in the attached pages.

We have indicated the submergence considerations for each item; further clarification on this can be obtained in the letter of February 20, 1976, to Mr. R. A. Purple, Chief of Operating Reactors Branch #1, NRC, from E. W. James, Senior Vice President, Power Supply and Engineering, WPSC.
Terminal strips used in various systems do not have adequate qualification documentation . This item was first discovered in our review of IE Bulletin 79-01. At that time we encased each applicable terminal block in NEMA 12 enclosures, anu sealed the terminations in a qualified epoxy to' protect the wire terminatf ons from the harsh environment which may be produced from a LOCA or liELB event. Th.'s action eliminated the safety concerns involved, however, we are pursu.ng quaiification of the terminal strips in cooperation with Northern States Power Company to provide ultimate resolution to this issue.
Bulletin 79-01B requestei information which would verify that all equipment req sired to operate durind or following an accident is capable of functioning under the post-accident environmental conditions for the time periods required.
We would like to point out that this concern was discussed and resolved during the licensing of the Kewaunee Plant. Our FSAR, which was approved by the AEC, discusses at length the post accident conditions and required qualifications for applicable equipment. (See Section 7.5 of the Kewatmee FSAR.) The AEC, in their Safety Evaluation of the Kewaunee Plant, Section 7.5, issued July 24, 1972, concluded that our criteria and testing program for environmental qualification were adequate. The staff also reviewed and approved our Quality Assurance Program which is charged with the responsibility of assuring compliance to applicable standards and commitments made to guarantee the safety of the public through high quality of workmanship and materials.
Independent reviews and inspections by representatives of the staff during and after the construction of the Kewaunee Plant have verified that our l
equipment meets or exceeds applicable environmental qualifications commitments.
Our review to date of equipment qualifications in response to Bulletin 79-OlB l
l supports this conclusion; we have not to date identified any deficiencies which would lead us to believe otherwise.
