Dear Mr. Keppler:
On March 28, 1980, Mr. T. D. Geib of Public Service Company of Indiana, Inc. (PSI) telephoned your office to notify you of a potentially reportable incident as required by 10CFR 50.55(e), h1dle performing surveillance at a piping contractor's facilities PSI Quality Assurance auditors noted that certified material test reports (CiTR's) for several heats of weld filler material provided typical chemical analyses, test results and mechanical properties. It was the PSI auditors' opinion that the AS12 code requires CMTR's to provide actual chemical analyses, test results and mechanical properties for each heat of weld filler material.
Af ter further discussions with the piping contractor and, review of ASME code requirements it has been determined that, in fact, CMTR's which provide information of a typical nature may meet the requirements of the ASME code. Further study of this situation will be conducted including a request for an ASME code interpretation if it is considered necessary.
This letter is intended to fulfill the requirements of an interim report as defined in 10CFR 50.55(e). A report on the status of this item will be filed by July 1, 1980. A final report will be filed on or before October 1, 1980. If you have any questions, please feel free to contact me.
