Executive Order (E.0.) 11988, Floodplain fianagement, was issued in May 1977 to assure that Federal agencies were taking appropriate consideration of floodplain development. On October 6,1978, the flRC published in the Federal Ret;ister (43 FR 46499) its plans for compliance with E.0.11983.

So as to assist the staff in its review of various factors associated with floodplain development at the Comanche Peak facility, we request your responses to the questions provided in the attached enclosure.

Please inform us of the schedule for submittal of your response within 30 days of the date of this letter.

If your initial response should be in letter form, this information also should be incorporated in a subsequent supplement to the Environmental Report.

5 COMANCHE ~ PEAK STATION REQUEST FOR ADDITIONAL IflFORMATION FLOODPLAIN MANAGEMENT 371.b1 On a suitable scale map, provide delineations of the one percent chance floodplainsforallwatercoursesalteredoraffectedbyconstrbction and operation of the plant and/or appurtenant structures.

Identify

.and describe the location of all facilities within the one percent chance floodplains.

Include a floodplain delineation for conditions prior to initiation of plant construction and one for conditions expected when the plant is in operation. Additionally, if expected conditions during construction would result in greater flooding of neighboring-landthanduringtheoperationalphase,prohidesimilar information for the construction period. Also,prohidewatersurface and thalweg profiles and all cross sections used to compute flood depths.

Prohidedetailsofyourmethodsofanalyses.

Include your assumptions of and bases for pertinent parameters such as length and slope of drainage basins, times of concentration, infiltration rates, rainfdl1 amountsanddistribution, Manning's"n"valuesandanyother$ssbmptions or parameters used to determine the floodplains.

In some circumstances, floodplain delineation by others may be acceptable.
