' APPENDIX A
' NOTICE ~0F~ VIOLATION Dhiladelphia Electric Company.
Docket Nos. 50-277 50-278 This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at the Peach Bottom Atomic Power Plant, Delta, Pennsyl-vania, and at the corporate office in Philadelphia, Pennsylvania, of activities authorized by NRC License Nos. DPR-44 and DPR-56.
During this inspection, conducted January 8-11 and 16,1980, the following apparent item of noncompliance was identified.
Technical Specifications Section 3.14.D.1 states in part that:
" Penetration fire barriers protecting the following areas shall be functional... Diesel Generator Rooms... Cantrol Room..."
Technical Specifications Section 3,14.D.2 states in part that:
"If the requirements of 3.14.D,1 cannot be met, establish a continuous fire watch on at least one side of the affected penetration within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />."
Contrary to the above, on January 10, 1980 unsealed penetrations through fire barrier walls were observed in the Diesel Generator Room and in the Control Room without the benefit of fire watch in the affected areas.
