Dear Mr. Eisenhut:
Our submittal of December 31, 1979, detailed our plans for implementing the position of Sbif t Technical Advisor (STA) at the Brunswick Plant. Since January 1, 1980, the plant Shift Nuclear Engineers have been fulfilling the position of STA. This represents Carolina Power & Light Company's interim implementation of the STA program.
As recently reviewed with your staff, we plan to utilize, on an interim basis, other qualified plant personnel as STAS while the STAS are undergoing planned training. These personnel hold a Senior Reactor Operators License, are available on-site, and would not be needed or required for the manipulation of plant controls during plant operations or shutdown. These personnel would be manning their normal duties during routine operations, but would be available to assume the duties of STA within ten (10) minutes if required.
It is still CP&L's intention to fully implement the program described in our December 31, 1979 submittal by January 1, 1981. This change will enhance our flexibility and aid us in providing fully trained STAS by that date.
