(Pilgrim Nuclear Generating Sta'EToE Unit 2)

Docket No. 50-471 Gentlemen:

In response to this Board's Order Concerning Hearing on Emergency Planning, dated March 27, 1980, which requested all parties to advise the Board when

'actimony can be filed in this proceeding, the following information is

, svided:

By letter dated October 23, 1979, Staff requested from Applicant informa-tion regarding proposed emergency planning beyond the low population zone.

This information included state and local governmental coordination, notifi-cation procedures, and protective action options available within the emer-gency zones.

By letter dated December 26, 1979, Staff requested from all CP holders and applicants information regarding estimates for times for evacuation of various areas surrounding future nuclear power plants.

Acceptable responses to these two requests would be a prerequisite to analysis of Applicant's emergency plans. To date, response to either request has not been received by Staff.

Further, additional updating of Applicant's existing emergency plans is re-l quired, due to changes in the Applicant's facilities and organizational structure, before the NRC Staff can review the plans against current criteria.

l

o o

l Subsequent to receipt of all inputs from Applicant, sixty to ninety days would be required to review the responses and preliminary emergency plans, and prepare testimony thereon.

Interagency coordination with the Federal Emergency Management Agency (FEMA) will be required at this stage.

Accordingly, as indicated in NRC Staff Response to Board Inquiry Regarding Emergency Planning, dated February 4,1980, a present schedule for hearing cannot be proposed to an acceptable degree of specificity.
