Dear Sir:

In Reference (c), we revised Step 5 of our action plan in response to Reference (b).

Recent manpower losses in our organization have meant reassignment of several major projects resulting in work overloads in resource allocation. Because of this manpower deficiency we must further delay our response providing the results of our investigation.

These results will now be submitted by June 30, 1980.

It is anticipated that this delay will have no effect on the implementation schedule of Reference (b), however all modifications, if any, will be completed prior to plant startup.
