(a) BG&E letter dated October 19,1979 from Mr. A. E. Lundvall, Jr. to Mr. D. G. Eisenhut Gentlemen:

As stated in Reference (a) an on-site Operating Experience Assessment Comittee (0EAC) was established before January 1,1980 to review operating experience at the Calvert Cliffs plant and other plants of like design. However, after seitral months experience we have con-cluded that the reviews of our owr plant operating experience conducted by the OEAC and the Plant Operatioas Safety Review Committee (POSRC) are overlapping and redundant.

It is therefore considered advantageous to redirect the OEAC efforts to a more thorough examination of the operating experiences of other plants. The POSRC will continue to review Calvert Cliffs operating experience functioning as required by Technical Specification 6.5.1.

We have also found it necessary to restructure the OEAC so as to pro-vide competence in all technical areas important to plant safety.

Therefore, as a minimum, the comittee will be comprised of represent-l atives experienced in Operations, Radiation Safety & Chemistry, Nuclear Fuels, Electrical, Instrumentation & Control, and Mechanical Systems.

Finally, in order to insure expeditious review of OEAC findings by plant management personnel, the OEAC will henceforth report directly to the POSRC.

Eisenhut April 22,1980 We feel that the OEAC and POSRC functioning as described above meets the intent of NUREG 0578 and does not lessen the effectiveness of our previous commitment to provide on-site Operating Experience Assessment. Consequently, the changes described herein will be implemented immediately.
