This r?fers to the telephone conversation between you and G. Fiorelli and others of our staff on March 20, 1980, regarding deficiencies in the implementation of QA requirements related to work bein,done at the Midland plant site by the Zack Corporation.

We acknowledge that Consumers Power and Bechtel had previously identified a number of problems and had initiated steps to correct these problems.

In spite of those efforts, our investigation conducted during the week of March 17, 1980 confirmed some instances of continued nonconformances in the implementation of Zack's Quality Assurance Program.

Based on our conversation, we understand that you:

1.

Have issued a stop work order to the Zack Corporation for all its safety related construction activities related to site fabrication 1

and installation of equipment.

2.

Will not proceed with site heating and ventilating safety related work until such time as Consurers Power and the NRC agree that the quality assurance program efforts meet regulatory requirements.

An important factor to the NRC agreeing to the resumption of work will be a review by Consumers Power ar.d Bechtel of Zack's QA program to insure that all procedures, personnel qualification, material control including certification and inspections to demonstrate conformance to requirements, have been satisfactorily completed prior to installing or fabricating components.
