Subject:

Arkansas Power & Light Company Arkansas Nuclear One - Unit 1 License No. DPR-51 RO:II 50-313/74-14 Gentlemen:

We have reviewed your letter of November 29, 1974 and the following is our response to the apparent violation cited in that report. This response n details the violation, corrective action and results achieved, steps taken j to avoid further violations and the date when compliance was achieved or '

(V ) .

will be achieved, as applicable. 1

- l The following is in response to each of the items discussed in the subject report:

1) The calibration program for portable radiation survey instruments is not presently incorporated into a formal plan. A formal program is to be instituted in a forthcoming revision of the plant procedure for cali-bration. The completed, app- ved revision to the calibration procedure
  • is expected by February '15,1975.
2) Several portable radiation survey instruments 'were being stored together in the Health Physics Office, at the entrance to the controlled access area. Some of these instruments lacked any calibration sticker, while one sticker indicated a calibration frequency of once every four months.

This four month frequency was contrary to the general practice of quarter-ly calibration. Corrective action for these items has been taken as referenced in the AEC Report 74-14. Calibrated / operable instruments have been segregated from uncalibrated/ inoperable instruments. To avoid further occurrences of this type, these instruments are to be included in a formal calibration program which is to be complete by February 15, 1975.

3) During a routine inspection on November 7, 1974, the prinipal inspector noted that a frisker ratemeter (Eberline Model RM-14) had a calibration due date of August 18, 1974. The ratemeter was immediately checked and found to be within the accepted calibration accuracy. To avoid a further

. occurrence of this nature, a formal calibration program for these instru-ments is to be complete by February 15, 1975.

4) An Eberline Model 6112 Teletector sury,ty instrument was being calibrated using a radiation field other than that specified by the calibration procedure. The procedure has been revised to permit the use of a field source which is more applicable to the current calibration technique.

Personnel working with these instruments have been further admonished to adhere to procedures as written or make revisions as necessary.

5) Form AEC-5, " Current Occupational External Radiation Exposure", as required by 10 CFR 20 was not being maintained in a completed form. In some cases, items such as social security numbers, whole body dose status, and method of monitoring for neutron exposures were not completed. These forms are to be reviewed and completed as required. Also. personnel are to be in-structed to maintain these records in a more suitable manner. Complete

. resolution of this situation is expected by February 15, 1975.

's - Very truly yours.
