Dear Mr. Moseley:
We have reviewed your report, dated September 9,1974, and the following is our response to the apparent violations cited in that report. These were reported to your inspector on June 18, 1974, following an audit by a member of the Arkansas Nuclear One staff.
Each report details:
I) the violation; II) corrective action and results achieved; III) steps taken to avoid future violations; and IV) date when full compliance was achieved or will be achieved.
9 Violations of Table 4.1-3 of Technical Specifications I.A.2(a) (1)
(I)
Reactor coolant was not analyzed for Sr 89, 90 for the month of May 21 - June 21,1974.
(II)
'Ih2 Reactor Coolant Sample for the month of May 21 - June 21, 1974, was sent to the APGL General Office Chemistry Department for Sr 89, 90 analysis.
The analysis was completed and the Sr 89, 90 was found to be less than the minimum detectable limit ( < S pCi/ litre).

We are setting up facilities at ANO for the analysis of Sr 89,
- 90. This is expected to be completed by October 1, 1974, but until the facilities are ready, samples will continue to be sent to the AP6L General Office for analysis.
A Technical Specification surveillance report was developed and is monitored by members of the plant staff daily, and a schedule is posted monthly.
(IV) Since the time of the subject violation, the Reactor Coolant has been analyzed regularly each month for Sr 89 and Sr 90.
I.A.2. (a) (2)
(I) The reactor coolant was not analyzed for dissolved oxygen from May 21 - June 18, 1974.
(II)
Sampling was immediately initiated and dissolved oxygen was found to be S.8 ppm. This was expected since the RCS was open to the atmosphere with no ability to control dissolved oxygen. 'Ihis did not exceed a limiting condition for opera-tion for the plant was in a refueling shutdown condition.
f (III) Our chemists have been instructed to analyze the reactor coolant sample five times a week for dissolved oxygen, irre-spective of whether the RCS is open or closed. To assure this is being accomplished, a Technical Specification surveillance report was developed and is monitored by a member of the plant staff daily, and a schedule is posted monthly.
(IV) Since this violation, the reactor coolant sample is being analyzed five times a week for dissolved oxygen since June 19, 1974.
I.A.2. (a) (3)
(I) Gross beta and gamma activities were not run weekly on secon-dary coolant prior to the week of June 16, 1974.
(II) Sampling was imediately initiated, and the gross beta and gama activity was found to be below the minimum detectable limit.
(III) Our chemists have been instructed to analyze the secondary coolant for gross beta and gamma activity weekly without regard to the plant condition.
To assure this is being accom-plished, a Technical Specification surveillance report was developed and is monitored by members of the plant staff daily, and a schedule is posted monthly.

(IV) Since the time of the violation, gross beta and gamma acti-vities have been run on the secondary coolant system each week since June 19, 1974.
I.A.2(b) (1) 4 (I) The filtered waste monitor tank, treated waste monitor tank, and laundry drain tank were not analyzed for Sr 89, 90 during the month of May 21 - June 21,1974.

Liquid release. samples for the month of May 21 - June 21, 1974, were sent to the AP6L General Office Chemist for Sr 89, i
90 analysis. The analysis of Sr 89, 90 was found to be less than the minimum detectable limit ( < S pCi/ litre).
(III)
We are presently setting up facilities at ANO for the analysis of Sr 89, 90. This is expected to be completed by October 1, 1974, but until the facilities are ready, samples will continue to be sent to the APGL General Office for analysis. A sche-dule is posted monthly to further assure sampling is conducted on schedule.
i (IV) Since the time of the violation, the liquid releases have been analyzed regularly each month for Sr 89, 90.
t I.A.2(b) (2)
(I) De iodine spectrum analysis per item 3.a was not performed t
4 between May 21 through the week of July 21, 1974.
(II) Due to the system design, capability for gathering a sample suitable for iodine analysis was inadequate. A design change was implemented which added a charcoal filter for iodine analysis. Analysis showed iodine was within the design objective.
(III) %e addition of the charcoal filters for iodine analysis will prevent this type of violation from occurring in the future.
1 (IV) We began performing iodine spectrum analysis of the unit vent as per itec 3.a as of July 24, 1974.

(II) Due to a sample pump failure, it was not possible to obtain i
a unit vent particulates sample. After completion of pump repairs, analysis showed-particulates were within the design objective.

Mr. Norman C. Moselr - Octcher 1, 1974 (III) A spare sample pump was purchased which will enable immediate sampling capability if a pump failure occurs in the future.
(IV) Since the time of the violation, unit vent particulate analyses have been performed per item 4.b since June 28, 1974.
I.A.2. (b) (4)
(I) Gross gamma and tritium analysis were not run on.the unit vent gas samples as required by item 4.C prior to the week of July 28, 1974.
(II) Due to the system design, we did not have the capability for gathering a unit vent gas sample. A design change was imple-mented adding this capability. Analysis showed gaseous I
releases were within the design objective.
(III)
By adding local sampling on the unit vent will prevent this violation from occurring in the future.
4 (IV) Gross gamma and tritium analysis have been run on unit vent gas samples since July 31, 1974.
I.A.2(b) (5)
(I) Samples of the reactor building purge vent were not taken each time the system was used as required by item 5 during initial fuel loading.
(II) Due to the system design, we did not have the capability for taking a reactor building purge sample. A design change was implemented which added sampling capability and during the
.next purge the analysis verified the release was within the design ' obj ective, g
(III) Adding the sampling capability will prevent this type of violation from occurring in the future.
(IV) the reactor building was not purged following fuel loading until September 14, 1974, and the analyses required were conducted.
Since the above violations occurred during and following fuel loading but
-l prior to RCS heatup and pressurization and prior to initial criticality, this posed no hazard to the health and safety of the public.
