Gentlemen:

The subject inspection repor-identified an infraction and deficiency and requested a written response to each. Our responses, including, as applicable (1) corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further i

non-compliance; and (3) the date when full compliance will be achieved, are as follows:

Infraction The ANO-Unit No. 1 Technical Specifications, Appendix B,'Section 5.5.1, states, in part, " Detailed written procedures shall be prepared and followed for all activities involved in carrying out the environmental technical specifications. Procedures shall include... instrument calibration,... actions to be taken when limits are approached or exceeded."

Contrary to the above:

No approved written procedures were available at the time of the inspection stating what acti.ons are to be taken when Technical Specifications thermal limits are approached or exceeded.

This is an infraction.

Response

1.

A detailed written procedure has been prepared covering calibra-tion and preventive maintenance performed on temperature elements used in monitoring thermal effluent parameters.

The procedure 1304.16, Rev. O, (Circulating Water Temperature Instrumentation Calibration) was approved for impicmentation on October 10, 1976.

2.

Procedural instruction stating the actions to be taken when Tech-nical Specification thermal limits are approached or exceeded will be provided on or before February 1, 1977.

Deficiency The ANO-Unit No. 1, Technical Specifications, Appendix B, Section 4.2.10, states, in part, "The area within ten (10) miles of the. plant shall be surveyed semiannually for the location of animals producing milk for human consumption. The results of this survey shall be included in the Operating Report Contrary to the above:

AP6L has not conducted the required milk animal survey of the area within ten miles of the plant since the surve~y purportedly conducted in " late summer" 1975.

2.

Results of the semiannual milk animal survey purportedly con-ducted in " late summer" 1975 were not included in the Operating Report submitted to NRC covering environmental activities during the third and fourth quarters of 1975.

This is a deficiency.

Response

A survey will be performed to identify any milk producing animals existing within a 10-mile radius of ANO. The results of this survey will be in-cluded in the 3rd and 4th Quarter Semi-Annual Operating Report of 1976 which will be submitted in March 1977 at which time full compliance will be achieved.

Similar surveys will be performed semi-annually in the future Q/

To assure that this requirement will not be overlooked in the future it has been added to an existing informal check list of semi-annual environmental report requirements.
