Immediate Corrective Actions in the Radiation Protection Department at Oyster Creek

Dear Mr. Grier:

Longer term goals and improved radiological controls have been addressed in the PAB Team Response and our Radiation Protection Plan.

However, as a result of inspections 80-3 and 80-11 by the region, it is apparent we have some reoccurring problems requiring immediate corrective action.

1)

Oyster Creek will only use Radiation Protection Technicians who meet or exceed ANSI-18.1,1971 in responsible positions.

Unqualified technicians acting in less responsbile positions will be closely supervised.

This action will be implemented April 7,1980.

2)

As a result of an apparent reoccurring problem of failure to follow Radiation Protection Procedures, each Radiation Protection Technician will be reinstructed in the necessity of verbatim procedure compliance.

In the event a procedure cannot be followed exactly, work under that procedure shall be stopped and shall not commence again until the procedure has been corrected.

In addition, Radiation Protection Technicians shall be instructed to review, as necessary, the applicable procedure (s) prior to work perforcance. As indicated in an inter-company memo forwarded to Mr. Ronald Nimitz on March 22, 1930, we have recently revised Procedure 915.5 to provide specific guidance for breathing zene air sampling and specification of respiratory protection.

Technicians will be so instructed on April 3, 1980.

Enforcement of Radiation Protection Procedures is handled through a disciplinary action statement by the Perscnnel Departent dated February 1974 g 0 t

of employees, restriction of employees from radiation controlled areas and at least one suspension of work while alleged procedural violations were being investigated.

Pending establishment of the Radiological Engineering radiation i

protection audit function in June 1980, the Group Radiation Protection Supervisors are making daily tours and observations of selected work activities.
