Enclosed please find comment / resolution for proposed surveillance procedure 4303-M22, Secondary Service Closed Cooling Water Pump Operability Test.
Please note that this comment was not fully resolved.
The issue is that more definitive acceptance criteria is needed to consider the pump operability test satisfactory (other than run the pumps for 15 minutes). We believe that the stated acceptance criteria does not meet the intent of a surveillance test and inspection program as required by ANSI 18.7 - 1976 (an Operational Quainy Assurance Plan Standard) and 10 CFR 50.55a Codes and Standards. This intent is to detect degraded equipment / system performance.
We approved this procedure to assure a surveillance review is conducted on these pumps until this issue is adequately resolved. We noted a similar problem exists with the operability tests for the condensate pumps.
Therefore, it is requested that yuu revise the subject procedures to provide more definitive acceptance criteria (e.g.. specific discharge pressure require-ments) for pump cperability tests per the Recovery Operations Plan. Further, all surveillance test pump operability procedures should be reviewed to ensure definitive acceptance criteria is provided. Upon completion of this review appropriate Technical Specification (Recovery Operations Plan) changes should be requested.
