Dear Mr. O'Reilly:
As required by Technical Specifications 3.3.5.7 and 6.9.2d, Carolina Power &
Light Company is submitting the following special report.
On February 15, 1980, it was discovered that approximately 50% of the fire detectors in zone 14 of the Unit No. 2 Reactor Building were inoperable. A preliminary investigaticn indicates that the problem is a reversal of polarity in the electrical leads to these detectors, probably occurring during a recently completed plant modification.
These detectors are located in the overhead of the 117' elevation, 60' above the floor with no access available. Upon the completion of refueling and core alterations in progress, the refueling crana will be used for access to the detectors for repairs.
Through a procedural inadequacy, the reportability of this item was not iden-tified such that the report could be issued in the required time frame. The procedure will be revised to insure that special reports are identified and submitted in the required time.
