SUMf1ARY OF MARCH 14, 1980 MEETING REGARDING REVIEW 0F OPTIMIZED FUEL ASSEMBLY Representatives of Westinghouse and utilities met with NRC staff to present and discuss plans for incorporating the Westinghouse 17 x 17 optimized fuel assembly design into applications for operating licenses.

The Duke Power Company application for the Catawba plant (Docket No. 50-413) and the Comonwealth Edison Company application for the Byron-1 plant (Docket No.

50-454) will use the Westinghouse optimized fuel design. is a list of attendees at this meeting. provides a copy of Westinghouse slides used in this meeting.

Slide 1 identifies topical reports that describe safety analysis and tests of the 17 x 17 optimized fuel assemblies (WCAP-9500 and WCAP-9401) and some related reports. WCAP-8278, " Hydraulic Flow Test of the 17 x 17 Fuel Assembly" has been accepted on the condition that tests of the assembly in the Trojan reactor are acceptable.

Staff plans to complete its review of Trojan tests by the end of March 1980.

Westinghouse said the analysis of fuel rod fretting wear in WCAP-8647 is not needed to support its con-clusion that the optimized fuel assembly is acceptable and therefore Westinghouse will request its withdrawal from the NRC Topical Report Review.

Program. WCAP-9285, " Optimized Fuel Assembly Demonstration Program" describes tests of assemblies in operating reactors and provides a safety analysis in accord with 10 CFR 50.59 to show that these tests will not cause a safety problem in the operation of the reactors; therefore, WCAP-9285 is not being reviewed as a part of the optimized fuel assembly safety review.

The bottom half of Slide 2 shows the Westinghouse proposed schedule for review of the first application to incorporate the optimized fuel assembly into its FSAR (Byron-1).

The schedules for review of the topical reports are those provided to Westinghouse by J. Stolz letters dated August 23,1979 and September 18, 1979.

If the topical report reviews are completed as scheduled on December 1,1980, there will be 3 months available for review of plant specific information in the FSAR for inclusion in the Byron-1 SER.

gg i g gp Slide 4 provides the Westinghouse view of the status of the review by NRC branches and dates for meetings expected to occur within the next month.

Staff agrees with this summary of the status and future meetings.

It is noted that the review is about one month behind schedule.

I Staff requested that Commonwealth Edison amend the Byron /Braidwood FSAR as soon as possible to show that Byron-1 will use the Westinghouse optimized 1

fuel assembly.

This could be done by referencing WCAP-9500 and WCAP-9401 in Section 1 of the FSAR.

An FSAR amendment to replace Sections 4 and 15 by WCAP-9500 can be left till the end of this year, as indicated in Slide 2.

However, referencing of WCAP-9500 now will officially advise reviewers and parties to the hearing of the planned substitution, so that they will not waste manpower reviewing sections that are to be replaced.

It is not necessary to amend the Catawba-1 FSAR now since it has only been tendered and is not yet docketed for review.
