With respect to a related natter, you nay be aware, that the isss the provision for "an individual qualified in radiation protection 22E eE procettures to be on site when fuel is in the reactor" has been a technical specification requirenent for the majority of operating

=~

facilities for the past several years. The intent of this require-cent was to provide at least a nininun level of expertise in

~~c radiological protection at the operating shift crew level.

It was intended that these radiation protection personnel would

'erfom routine radiation nonitoring activities and thereby s
:

supplement licensee efforts to maintain radiation exposure and release of radioactive effluents "as low as is reasonably achievable".

As a result of recent !MC staff discussions, we have fnmalized our position regarding the necessary activities " individuals qualified in

.f.E radiation protection procedures" sMuld be able to perfom. These

""[

cetivities and related clarifying infomation are presented for your infomation in the attached enclosure.

g.s The OIf.E Inspector assigned to your facility will be usinty this same bI criteria in ceternining v.>hether your designatec individuals rest

-n these requirenents. He reconmend you review the enclosed criteria prenstly so that you nay take any action necessary to neet the reanircments.

In the event you desire further r11scussion of either of these natters, pier.c contact us.

Sincerely, g
