Dear Mr. Mattimoe:
This letter is in reference to the hydraulic snubber surveillance perfomed at the Rancho Seco Nuclear Generating Station, Unit No.1, during the 1980 refueling outage.
You presented the results of the series of functional tests on the snubbers by letters dated February 25,1980 (Reportable Occurrence 80-F) and March 3, 1980.
Five of the twenty-eight (28) ITT Grinnell units in the plant were tested and were found to be performing within the specified range. All fifty-three (53) Bergen-Paterson unns in the plant were tested, and seven units failed the test. The failed units were rebuilt and retested to the specification requirements, and reinstalled for service.
The results of the test are significant as they paralleled that of the 1978 test. Failures are limited to Bergen-Paterson units only. Since the mech-anism of failures is unique to the Bergen-Paterson units, we concur that according to the facility Technical Specification 4.14.4, that Grinnell snubbers need not be tested during the follow-on tests. The rebuilding of the failed snubbers and subsequent testing fulfilled the Technical Specifi-cation requirements.
