Areas Inspected: Follow-up on report that SA-155, Gr. KC-65, ASME Code Class 2 piping was manufactured by National Annealing Box Company (NABCO),
Washington, Pennsylvania, for use in the Marble Hill Nuclear Generating Station and other sites, without NABC0 having an appropriate ASME Certificate of Authorization.
The inspection involved 32 inspector-hours on site by two (2) NRC inspectors.
Results: The report that NABC0 did not have an appropriate ASME "NPT" Certificate of Authorization was determined to be partially true but had no safety significance. Although the NPT certificate No. N-1613 omitted the product description " Straight Welded Seam Pipe" the intent of the authorization was met, in that the product description was included in NABC0's applicacion for certificate renewal.

B.
Preinspection Meeting A preinspection meeting was held on December 18, 1979, with management personnel identified in paragraph A.
The inspectors explained that the purpose of this special inspection was to review the status of National Annealing Box Company's (NABCO) ASME authorization to use the NPT symbol during the manufacture of SA-155, KC65, C1.1, ASME Code Section III, Class 2 piping supplied to ITT Grinnell Company for use in the Marble Hill Nuclear Generating Station.
Special Inspection Details 1.
Objective The objective of this inspection was to ascertain whether National Annealing Box Company did have a valid ASME NPT stamp Authorization to manufacture and furnish SA-155, KC65, C1.1, ASME Code Section III Class 2 piping (welded with fill'er metal) for use in Marble Nuclear Generating Station and other nuclear generating units.

Method of Accomplishment The preceding objective was accomplished by:
a.
Discussions with cognizant personnel.
b.
Review of NABCO's ASME "NPT" Certificate of Authorization Number N-1613, dated January 10, 1977.
c.
Review of NABC0's letters of application for resurvey and NPT certificate renewal (dated April 12, 1976, and November 17, 1976, with attachments) to the ASME.
d.
Review of six (6) NABCOs documentation packages containing the following ecords for 64 straight lengths of seam welded SA-155 KC-65, Class 1, ASME Section III, Class 2 piping supplied to ITT Grinnell Company for use in the Marble Hill generating station.

Review of a list of shop orders covering SA-155 and SA 358, ASME Section III Code Class 1, 2 and 3 piping supplied by NABC0 to various piping fabricators and requiring NPT stamping and Code NM-1 Data Reports.

Other Findings (1) Review of NABCO's application to the ASME for resurvey and the NPT certificate renewal (letters dated April 12, 1976, and November 17, 1976, with attachments) clearly showed that the NPT certificate application included
" Straight Welded Seam Pipe," as part of the product description to be included by ASME on the NPT' Certificate of Authorization. Although this product description was not included on the authorization No. N-1613, the certificate appears to meet the intent of the authorization but needs correction. This is due to the wording in the certificate which states, in part, "The use of the Code Symbol and the authority granted by this certificate are
5 subject to the provisions of the agreement set forth in the application.
A corrected NPT certificate is being requested by NABC0 letter dated December 20, 1979, to the ASME.
(2) Review of the document record packages for the 64 lengths of pipe supplied to ITT Grinnell for use in Marble Hill indicated the material was manufactured in accordance with the applicable ASME Code Edition and Addenda requirements.
(3) Review established that NABC0 supplied NPT Code stamped pipe with NM-1 Data Reports for 42 Shop Orders to various piping fabricators. The exact number of nuclear plants was not identified.
