This refers to the special inspection conducted by R. E. Oller of this office on December 18-19, 1979, of your facility at Washington, Pennsylvania, associated with the manufacture of nuclear piping and to the discussion of our findings with you and a member of your staff at the conclusion of the inspection.
This inspection was conducted to follow-up on information contained in a National Board of Boiler and Pressure Vessel Inspectors' letter dated November 12, 1979, to Public Service Company of Indiana, which indicated i
that National Annealing Box Company's (NABCO) ASME "NPT" Certificate of Authorization did not authorize the =anufacture of seam welded with filler metal, ASME Code Section-III, Class piping, and that NASCO had supplied this type of piping to about 50 nuclear plants.
Area examined dering the inspection and our findings are discussed in the enclosed _ report. Within this area, the inspection consisted of an examination of procedures and representative records and interviews with personnel by the inspector.
The inspection established that the product description " straight scam welded pipe" was omitted from the ASME NPT Certificate of Authorization No. N-1613, but was included in NABCO's authorization renewal application to the ASME. Although the intent of the authorization was met, the certificate is not in full compliance with the-ASME Code paragraphs NA-4220 and NA-8114.
Although there does not appear to have been any compromise of quality in the manufactured piping, the matter should be resolved.
It is understood that you have initiated corrective action in that you have requested in your. letter dated December 20, 1979, to the ASME, that they furnish you with a corrected certificate effective for the three (3) year period starting January 10, 1977, to bring certificate No. N-1613 into compliance with the ASME Code.
We will review this matter during a later NRC inspection.

If this report contains any information that you believe to be proprietary, it is necessary that you =ake a written application within thirty (30) days to this office to. withhold ssch information from public disclosure.
Any such application must include a full statement of the reasons on the basis of which it is claimed that the information is proprietary, and should be prepared so that proprietary information identified in the application is contained in a separate part of the document.
If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.
