Subject:

WPPSS NUCLEAR PROJECTS N0S. 3 AND 5 NPDES PERMIT MODIFICATIONS

Dear Mr. Denton:

Construction Permit Condition 16 requires that the discharges comply with the conditions contained in the National Pollutant Discharge Elimination System Permit issued for the facility, as presently approved or as later modified. That condition additionally requires that the Supply System analyze any proposed modification of the discharge pentiit, and if such changes would warrant any modification of the Construction Permit or pre-sent an unreviewed safety question or involve any adverse environmental impacts significantly greater than analyzed in the FES, the permittees should file appropriate documents with the U.S. Nuclear Regulatory Comission.

In our judgement, the modification to the NPDES Permit, attached, does not involve any adverse environmental impact significantly greater than that analyzed in the FES.

It does not involve any safety issues, and does not require any modification to the Construction Permit.

Very truly yours, b

D. L. RENBERGER Assistant Director, Technology DLR:KRW:slw coo *b Attachment 65
