Dear Ms. Quigg:
This is in reply to your undated letter received by us on February 20, 1980, in which you requested, pursuant to the Freedom of Information Act, seven items of documents which you stated are related to your earlier request under F0IA-79-520.
In response to your latest request, copies of the documents listed in Appendix A are enclosed (total 25 pages), and copies are also being placed in the NRC Public Document Room (PDR) located at 1717 H Street, N.W., Washington, DC These documents relate to items three, five and seven of your request.
With respect to one of the three documents you identified in item two, MFRP Safeguards Manual NED0-14502, this document contains information which identifies procedures for safeguarding licensed special nuclear material or detailed security measures for the physical protection of a licensed facility or plant.
This information is considered commercial or financial (proprietary) information pursuant to 10 CFR 2.790(d).and is being withheld from public disclosure pursuant to Exemption (4) of the Freedom of Information Act (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a)(4) of the Commission's regulations.
Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest.
The persons responsible for this denial are the undersigned and Mr. John G. Davis, Acting Director, Office of Nuclear Materials Safety and Safeguards.
This denial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter.
As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."
Your item six is contained in NUREG-0575 which is available from the National Technical Information Service (NTIS), Springfield, VA 22161.

With respect to your item seven, we wish to remind you that in our letter to you dated January 30, 1980, we informed you in Appendix A under itens 1 and 2 that GE Report NEDM-20682 dated November 1,1974, is available for inspection and copying in the PDR under Docket 70-1308. We have confirmed again that this document is on file in the PDR. This document may be purchased by writing to the NRC Public Document Room (PDR), 1717 H Street, N.W., Washington, DC 20555.
The charge for reproducing records located in the PDR is eight cents ($0.08) per page, as specified in 10 CFR 9.14(a) of the Commission's regulations.
Upon your agreement to pay the reproduction charges, the PDR will arrange for the record to be reproduced by Potomac Research, Inc., a private reproduction contractor servicing the PDR. You will be billed directly by Potomac Research, Inc. for the reproduction charges plus tax and postage.
With respect to your items 1, 4, and fled 0-14502-1 and NEDP-10173-9 of item 2, we have not located these documents in our files.
