Dear Mr. Arnold:
This is in response to your letter (TLL 110) dated March 7, 1980, in which you requested permission to ship three (3) specific radwaste packages prior to the complete lifting of the shipment ban discussed in my letter of February 23, 1980. Based on your commitment that the individuals in-volved with these three shipments have had the proper training with re-spect to all regulatory requirements related to radioactive shipments I am lifting the ban for three spent resin liners. The ban on all other shipments will remain in effect until all training of personnel has been completed which I understand will be completed by March 14, 1980.
