To our oil-starved economy, the start-up of Rancho Seco meant a new L infusion of energy. In its first 11 weeks of operation, the plant saved the equivalent of 15.3 million gallons of fuel oil. It was the culmination of a i~ + 10-year investment in engineering, planning, design and construction. d Upon completion of about six months of power escalation tests, the ~~ Y k N[J plant is expected to reach full commercial operation at 913 megawatts. The $375,000,000 facility is the largest nuclear power plant west of the Mississippi and the first to be built on a site far removed from a large Yh Nd@, body of water. It is located 25 miles southeast of Sacramento. y P3D j Filling Future Needs In May,1974, the SMUD directors adopted a declaration of intent to [ L issue up to $650,000,000 in revenue bonds at intervals during the next 10 s . years to finance construction and impmvements to the system. The authorization was approved by the District electorate in a referendum vote in November. To meet future power requirements, construction of a second ' nuclear plant was recommended by SMUD management as one of the i projects to be financed from the bond authorization approved by the ! voters. The proposed 1,100-megawatt facility would be a multiple-

ownership undertaking with SMUD retaining a major interest. Con-

j The cost is estimated at $854,000,000. Plans call for SMUD to design and ' manage construction of the project and operate the plant to be built on ' the 2,500-acre site occupied by Rancho Seco Unit One.
