This refers to the inspection conducted by Messrs. P. H. Johnson and

M. H. Malmros of this office on December 15-16 and 20, 1977, of activities

authorized by NRC License No. DPR-54, and to the discussion of our

findings held by the inspectors with Mr. Rodriguez and other members of

your staff, at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed

inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, inter-

views with personnel, and observations by the inspectors.

No items of noncompliance with NRC requirements were identified within

the scope of this inspection.

Based upon discussions with your facility management, as outlined in the

Exit Interview section of' the enclosed inspection report, it is our

understanding that you will appoint a Training Coordinator iii January

'

1978 and have the facility's overall training program fully implemented

by the summer of 1978.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2. Title 10 Code of Federal Regulations, a copy of this letter and

the enclosed inspection report will be placed in the NRC's Public

Document Room.

that such information be withheld from public disclosure. The applica-

tion must include a full statement of the reasons why it is claimed that

the information is proprietary. The application should be prepared so

that any proprietary information identified is contained in an enclosure

in this regard within the specified period, the report will be placed in
