Memo, Shanbaky to Collins, same subject, dated February,14, 1980 Based on your instructions the licensee has been prohibited from shipping radioactive waste because the staff is not satisfied with their actions taken in response.to IE Bulletin No. 79-19. At the licensee's request.

we met with them on February 19, 1980, to attempt to resolve the problems.

In the referenced memo we indicated areas in which the licensee was deficient in complying with the requirements of IE Bulletin No. 79-19.

The gcc Mic items discussed with the licensee during the meeting, and their responses are as follows:

Item I

Provide training and periodic retraining in the DOT and NRC regulatory requirements, the waste burial license requirements, and in your instructions and operating procedures for all personnel involved in the transfer, packaging and transport of radioactive material.

Maintain a record of training dates, attendees, and subject material for future inspections by NRC personnel.

Licensee Response The licensee representatives stated that.all Unit 1 Supervisory and Health Physics personnel involved in the transfer, packaging and transport of radioactive material will have received training and/or retraining in the DOT and NRC regulatory requirements, etc. by March 14, 1980.

Item 6.

Provide training and periodic s etraining to those employees who operate the processes which generate waste to assure that the volume of low level radioactive vaste is minimized and that such waste is processed into acceptable chemical and physical form for transfer and shipment to 'a low level radioactive waste burial facility.

Licensee Response The licensee representatives stated that appropriate personnel had been'

. mined in the proper operating techniques for the processes which generate waste, but they have not been trained in waste reduction techniques.

The representative stated that all new employees are bei.ng trained in techniques for waste reduction. The representative also stated that they would require a "back-fitting" program for all "old" personnel, but because of the number of people involved, a completion date could not be given at this time.

Item 8.

Perfonn, within 60 days of the date of this bulletin, a management-- -.

controlled audit of your activities associated with the transfer, packaging and transport of low level radioactive waste. liaintain a record of all audits for future inspections by NRC and DOT inspectors.

(Note:

If you'have an established audit function and have performed such an audit of all activities in Items 1-6 within the past six months, this audit requirement is satisfied.)

I Licensee Response The audit conducted in October 1979 did not specifically address Items 1 -

--n of IE Bulletin No. 79-19, but such an audit shall be completed on or before February 29, 1980.

Recommendation I recommend that the licensee continue to be prohibited from shipping radioactive waste until they are in full compliance with IE Bulletin No. 79-19 and all the licensee's committments in their letter dated September 28, 1979, are compieted.
