Beach and Utilities Consission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Conmission and City of Orlando, Sebring Utilities Consission, Seminole Electric Cooperative, Inc. and the, City of Tallahassee authorizing operation of the Crystal River thit 3 Nuclear Generating Plant by the Florida Power Corporation, in accordance with the provisions of the license and the h hnical Specifications. The Crystal River Unit 3 Nuclear Generating Plant is a pressurized water nuclear reactor located in Citrus County, Florida.

License No. DPR-72 authorizes Florida Power Corporation to load fuel in the Crystal River Unit 3 Nuclear Generating Plant, located in Citrus County, Florida, and to operate the plant in the refueling mode of oper-ation and the cold shutdown mode of operation.

.,7 We Canaission issued Supplemental General Statement of Policy (41 F.R. 49898, November 11,1976) which concluded that full-power licensing of light water reactors may be resumed on a conditional basis using existing fuel cycle impact values (Table S-3) for reprocessing and waste management, provided the revised values presented in the Canaission's notice of proposed rulemaking of October 8, 1976 (41 F.R. 45849) were also examined to determine the effect on the cost-benefit balance for operating the plant. his examination has been performed by the Conmission staff and is set forth in the " Environmental Assessment, Crystal River Unit 3 Nuclear Generating Plant, Fuel Cycle Considerations." he assessment concludes that use of such revised values would not tilt the cost-benefit balance against issuance of even a full power operating license.

me Cannission has made appropriate findings as required by the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license. %e Consission has also made appropriate findings which are e

of the proceedings in Natural Resource Defense Council v. NRC (D. C. Circuit) (July 21,1976), Nos. 74-1385 and 74-1586. The application for the license complies with the standards and requirements of the Act and the Conmission's rules and regulations.

A copy of (1) Facility Operating License No. DPR-72, complete with Technical Specifications (Appendices "A" and "B"); (2) the report of the Advisory Comnittee on Reactor Safeguards, dated October 18, 1974; (3) the Office of Nuclear Reactor Regulation's Safety Evaluation and Stpplements 1 and 2 dated July 5,1974, January 13, 1975 and December 1976; (5) the applicant's Environmental Report dated January 4,1972 and supplements thereto; (6) the Draft Environmental Statement dated September 12, 1972; (7) the Final Environmental Statement dated May 22, 1973; and (8) the Environmental Assessment on Fuel Cycle Considerations are available for public inspection at the Commission's Public Document Room at 1717 H Street, N.W., Washington, D.C. and the Crystal River Public Library, Crystal River, Florida 32629.
