EPA E*nIn0NMi2:TLI. !!EV1EU The Florida Pcuor Corporntion (the licensce) is the holder of Construction Pemit No. CPPR-51 (the construction pernit), issue 6 by the Atomic Energy Commission on September 25, 1968. The construction pemit authorizes the licensee to construct a pressurized water nuclear reactor, designated as the Crystal River Unit 3 Nuclear Cencrating Plant, at a site in Citrus County, Florida, approximately 70 miles north of Tampa, Florida. The facility is designed for initial operation at approximately 2452 megavatts (thermal).
In accordance with section E.3 of the Co:mniscion's regulations implementing the National Environmental Policy Act of 1969 - (NEPA),
Appendix D of 10 CFR Part 50 (Appendix D), the licensee has furnished to the Commission a written statement of reasons, with supporting factual submission, why the construction permit should not be suspended, in whole or in part, pending coupletion of the NEPA environmental review.

in light of the criteria oct out in section E.2 of Appendix D, and has determined, af ter considering and balancing the critoria in section E.2 of Appendix D, that construction activitics at the O
Crystal River Unit 3 Nuclear Generating Plant authorized pursuant to CPPR-51 chould not be cuspended pending corpletion of the NEPA environcental review.

Ponding completion of the full NEPA review, the holder of Construction Permit No. CPPR-51 proceeds uith construction at its own risk. The determination herein and the discussion and findings referred to above do not preclude the Commission, as a result of its ongoing environ = ental review, from continuing, codifying or terminatinC the construction permit or from appropriately conditioning the permit to protect environmental valtes.

Any person whose interect may be affected by this proceeding, other than the licenece, may file a request for a hearing uithin thirty (30) days af ter publication of this determination in the FEDERAL REGISTER.
Such a request chall set forth the untters, with reference to the factors set out in section E.2 of _ Appendix D, alleged to warrant a determination other than that made by che Director of Regulation cud chn11 set forth the factuc1 bacia for the request.
If the Ccemission determines that the natters stated in such requent carrant a hearing, a notice of hearing vill be publiched in the PEDERAL 11GISTZR.
