Dear Mr. Giambusso:
We have reviewed your letter of October 9, 1973, and WASH-1270.
" Anticipated Transients Without Scram for Water-Cooled Power Reactors".
Appendix B to WASH-1270 identifies plant status, and we concur that Crystal River Unit 3 is a Category "C" plant.
As per your request, this is to advise you of the approach we are taking in order to be responsive to your concerns.
Babcock & Wilcox has a topical report on file (BAW-10016, " Analysis of Anticipated Transients Without Trip", September,1972) with the AEC regarding the analysis of this type of transients, and B&W has.already begun discussions with the Regulatory Staff on further efforts to meet the criteria set forth in the above AEC report. A second report will be prepared by B&W following completion of those additional analyses agreed to by B&W and the Regulatory Staff as being necessary to satisf 7Ee71ws y
criteria. This report would be adopted for this application by an amendment to the Safety Analysis Report.
Since B&W is dealing with ATWS on a generic basis with the Regulatory Staff, it is our understanding that we should not receive any questions on ATWS until this generic review is completed.
