I&PTE DRLtTAI - RT-277 This memormdum is to identify a potential probima and to request assistance in evaluating the functional adequacy of the loss of flow protection pro-posed for Crvatal River. The protectica systers for tais plant differs from that of its predecessors Oconse & Three Mile Isled, with respect to th's method of monsuring reactor coolant flow. Flow in this plant 'is "rnaanrad" using mortitors which sense almetrical pwer to each puep. In short, these conitors provide e indication of the nucher of pues in operation and therefm., s,ress, stspvine, cad " " ~.wasurcuen' o f fica.

The lack of a direct and continuc.ts masure uut of coolant. flo.t in thie plant is suspicicus.

In orear te t-wolve this suspiele% cn analysis la required to d.ecarnim %ther an uncmetad lou flow c. wrlou em exist.

If so, the ma-nituso ad - consequences of this conditica must be evalucted.

It is beli2 vel that the EcIlaving pescu2 eta: : failur.; which c a rc: ult in an uudetected lo.s coolant flow ccudition: assum that tha pict is operating ec 74% pour with all fc.ur purve opercting. A pur? espariences a chear:2d actor to puop ' shaft failure. While, accordias; to the appliest, this failura vould be datected by the puq renitor, tha inactor veuld act trip because three pumps are operating and plant power is belcw 75%. With no isolatien valves in the coolant liams, one can assums a backflow condition would tusult. The resultant low flow would not be detected.

Will you please let us know whether ycu believe this indirect method of measuring flow could lesd' to am andetected flow reduction.
