Dear Mr. Schwencer:

In accordance with your letter of February 13, 1975, we offer the following response.

The Crystal River Project is in a unique position in relationship to other units presently undergoing scheduled delays.

Our reduction in construction expenditures was accomplished by a planned elimination of non-essential activities.

This plan provided for the continuation of such activities as Florida Power Corporation's Quality Program, in-place in-storage inspection, pre-operational testing, and certain critical construction activities.

Construction, Testing and Quality Program procedures, as

~

delineated in our FSAR and our Quality Program descrip-tion, are more than adequate to provide the assurance that there will not be a degradation of Quality during the period of reduced activity.

Continuation of normal methods of documenting construction status does assure continuity of any suspended construction when resumed.

The Quality Program being imposed on the redu sd level of activity is the fully implemented and manned program re-viewed by your staff for the operating license sign off.

Procedures, qualification, training and the execution of the program requirements are still in full effect.
