Dear Mr. Sells:

Thank you for your letter of December 16, 1974, expressing the results of the meeting of the Interagency Committee on the Crystal River Plant environmental research. We were pleased to learn that the Committee had concluded that additional pro-gram research was unnecessary. We are preparing responses to those items which you indicated needed additional clarification.

Concluding reports are being prepared for each of the five areas you listed in your letter. Essentially all of the required data are available at present. We are arranging it in report format and writing the necessary explanatory sections. The only in-formation that will be unavailable at this time is the projected thermal plume configurations of all units. Verification of the model has been completed and the projected calculations for Unit #3 are being made. The results of these calculations will be submitted at a later date.

We will summarize the results of the research and draw our con-clusions concerning impact of power plant construction and operation. The reports and clarifications, including program summations, will be submitted to you by January 31, 1975, as you requested.

Mr. Don Sells January 8, 1975 You indicated in your letter that Dr. Odum's work should not be used in support of our conclusions. We would like to again take the opportunity to explain that we hired Dr. Odum to help design the research programs at Crystal River, to evaluate the results of these programs and to assist in reaching meaningful conclusions concerning the impact of the power plants on the '

local environment. Dr. Odum is recognized as one of the out-standing estuarine ecologis ts, as evidenced by his recent participation in the U.S.-Soviet Exchange Program sponsored by the EPA. His models represent his understanding of the functional relationships of the various compartments of the ecosystems under study. We will not ignore this work in draw-ing our conclusions.

We fully realize that certain aspects of Dr. Odum's quantitative approach toward cost-benefit analyses are considered to be un-proven at this time, and possibly are even controversial to members of the Committee. We will therefore refrain from rely-ing solely on this input in our conclusions.

We, at Florida Power Corporation, are very proud to have had the opportunity to participate in the work of this innovative and unique cooperative committee in the programmed gathering of data and evaluation of power plant environmental impact.

Contequently, AEC, EPA and Dept. of Interior have before them data far in excess of that ever before available to assess pro-jects such as Crystal River.
