j This is to respond to your letter of February 2,1973, fomally requesting an environmental study plan for Crystal River Unit 3.

That plan, in the form of an inclusive report, is to provide a comprehensive plan to establish the environmental characteristics of the Crystal River estuarine area with the objective to detemine the present condi-tions af.d allow for the quantitative assessment of impact on the estuary expected from the operation of Crystal River Unit #3.
