Dear Mr. Muller:
This is in response to your letter of July 6, 1973, requesting that we submit proposed environmental technical specifications to the Directorate of Licensing for Crystal River Unit 3.
Enclosed are three signed originals and 40 copies of our pro-posed environmental technical specifications for Crystal River Unit 3 as per your request.
There being very little precedent for these specifications and due to the impact on the plant generating capability, we request the opportunity to partici-pate in the development of these specifications.
Please feel free to contact us if further discussion or clarification is needed.
