Dear Dr. Morris:
This letter concerns the Florida Power Corporation Crystal River Unit No. 3 nuclear power plant project under Docket No. 50-302. Construction Permit CPPR-51 was granted on September 25, 1968. Amendment No. 13 was filed on February 8,1971 for an application for operating permit. Com-mercial operation of this unit is scheduled for an early date of March, 1973 and a late date of September,1973.
Pursuant to the requirements of Section E of Appendix D of 10CFR50, Florida Power Corporation submits the attached Statement as to the reasons why construction permit CPPR-51 should not be suspended, in whole or in part, pending completion of the NEPA environmental review. We have submitted one (1) original copy and forty-nine (49) conformed copies for your use.
It is our opinion that the continued construction of Crystal River Unit No. 3 during the prospective environmental review will not give rise to any significant adverse environmental impact. Continued construction will not foreclose subsequent adoption and implementation of alternatives in facility design that could result from the NEPA environmental review, since such alternative concepts are essentially add-on components +.o the present design and can be installed at a future date with minor rearrangement of present facility design.
We have, I believe, objectively represented the serious effects that a delay in the construction would have on Florida Power Corporation, on the people in and about the Crystal River area, on the customers throughout our service area, and on the people of the State of Florida.
