This letter concerns the Florida Power Corporation Crystal River Unit #3 nuclear power plant project under Docket No. 50-302. Construction Permit CPPR-51 was granted by the Comission on September 25, 1968. On February 8, 1971 Amendment #11 was filed for an application for an operat-ing permit. An Environmental Report was also submitted on February 8, 1971. In Amendment #13 to our application, submitted September 1, 1971, commercial operation is sche-duled for an early date of March, 1973 and a late date of September, 1973.
The new requirements of 10CFR50, Appendix D, effective September 9,1971, require that we submit a supplement to our existing Environmental Report. Several months prior to the Cal ert Cliffs decision, we comitted to the DRL staff that a new and complete Environmental Report would be written and submitted to the Commission by Janu-ary 3, 1972. According to current regulations, an Environ-mental Report, or its supplement, is to be submitted prior to November 8, 1971 (60 days after September 9, 1971).
We have very carefully evaluated our ability to produce a quality and complete document by that time. In our opinion, the interfacing of Florida Power personnel, consultants, scientists, conservationists, and others to produce this document is not possible in that frame of time.
Therefore, Florida Power Corporation respectfully requests that, as permitted in Section C.1. of Appendix D of 10CFR50, the Commission grant to us an extension of time for sub-mission of the Environmental Report on or about January 3, 1972.
