SUMMARY

OF MEETIMG D*

Summarv 6e A meeting with Florida Power Corporation was held in Bethesda on December 17, 1971, to discuss general tooics in rerard to the review of the operating license applie ttion for Crvstal River Unit 3.

The cost significant concern renardine the Crystal River Unit 3 annlication remains the ten foot discrepanev in credicted water level for the maximum probable hurricane.

An increase in water icvel of this mannitude could possibiv reauire desien changes to the niant because of flood considerations.

Discussion The specific items discussed at the meeting are summarized below:

1.

Request fo* Additional Information We stated t me our first request for additional information -hould be forwardet by the end of the month and that a subsecuent recuest is anticipated.

The question list is quite extensive because of the lack of information, generally throughout the entire FSAR.

2.

Site Boundarv The two mile long intake and discharge canals for Crystal River Unit 3 are public water ways.

During a recent site visit, fishermen were observed imeediately adiacent to the discharge structures of the operating fossil units.

The noplicant was informed that they will be reauired to clearly define the boundaries of the restricted area for purnoses of 10 CFR 20, and describe the methods of access control over the restricted area.

Potential for Oil Spillace Four large storage tanks with capacity of 1 million harrels of oil are located on the site. The oil is used as fuel for the two fossil plants.

An earthen dike surrounds the tanks and provides some protection for spillace. We exoressed concern that the t'anks could fail during a severe hurricane or an earthouake, and inquired about the consequences to the intake cooling water from such a large spill.

Hydrocen Puree

In a recent amendment Florida Power Corporation submitted a revised Apnendix 14-B, "An Evaluation of Purginn as a Means of Controlling Post-Accident Reactor Building Hydrogen Concentration."

We stated that this analysis is inadequate and that we require an analysis using the assumptions f rom Safety Guides 4 and 7.

Maxinum Water Level At a meeting with Florida ser Cornoration on Sentenber 27, 1971, we stated our concern abcut the 10 foot discrepancy for the maximum water level for the probable maxinun hurricane. Our calculations predict & vater level which is 10 feet hinher than the annliennts.

The level is high enough thac it vould nossibiv recuire channes to the plant. We reiterated out interest with this item, and identified it as the rest significant technical nroblen associated with the application.

Vibration Testinn of Reactor Internals We stated that the vibration test of reactor internals for the Oconee 1 reactor may not be acecotable as a nrotocyoe for the Crystal River unit. We orovided Florida Power Corporation with a draft of Safety Guide 20 " Vibration Peasurerents on Peactor Internals," and inforred them that if a vibration test program is required it should meet the requirements of the Safety cuide.

Technical Specifications for Radioactive Felease I.inits The proposed Tech. Snees. for radioactive release linits are based on 10 CFR 20.

We informed the annlicant that we intend to recuire limits to meet the nuretical guides of proposed Aopendix I to 10, CFR 50.
