Dear Dr. Seamans:
You will find enclosed copy of a letter fron Mr. Paul A.
Artis, Crystal River, Florida, together with a copy of his connunication of January 7 to President Ford, concerning a nuclear plant at Crystal River, Florida, which is now, according to Mr. Artis, 80 per cent completed.
Your particular attention is invited to paragraph 4 in the letter to President Ford. Obviously, an impasse has been reached because of a lack of funds, and it is hoped that some federal assistance may be forthco ing.

It is possible that the former Atomic Energy Comnission is aware of the construction of this plant. If you have any infor: eat. ion as to the possibility of some Government assistance, will you be good enough to advise me, so that I in turn may transmit the information.to Mr. Artis.

The writer was happy to see the article in the Tampa Tribune of January 11, 1975 which states that you see energy as the nation's top problem.
There are many, includin6 the writer, who are in complete aBreement with you. In this connection, enclosed is copy of my letter of January 7, 1975 to President Ford which is self-explanatory.
You will note that attention is called specifically to Florida Power's unfinished nuclear plant in Crystal River.
It is too early to expect a reply from Washin6-ton in view of the volum9 of mail -received in President Ford's office. ' However, time.is of the essence.
Perhaps, you can directly contact the party in Washin6 on who can S ve immediate considera-t i
tion to the Crystal River problem.
