Dear Dr. Butler:

As a result of several discussions with Mr. Leon Engle of your staff, Florida Power Corporation is revising the Crystal River Unit #3 Emergency Plan contained in Appen-dix 12B of the FSAR.

Attached is FSAR page 12B-13a which has been revised to include the State of Florida Radiological Emergency Plan by reference only. This revised page will be included as part of Amendment #48 to the Crystal River #3 FSAR.

Should additional discussion be required concerning this proposed revision to the Crystal River #3 FSAR, please do not hesitate to contact this office.

'3.0 COORDINATION WITH AGENCIES OUTSIDE FLORIDA POWER CORPORATION 3.1 CRITERIA AND NOTIFICATION FOR REQUESTING ASSISTANCE FROM OUTSIDE AGENCIES 3.1.1 GENERAL When personnel injury or other accident or incident occurs on-site, which cannot be properly handled using the personnel, equipment and materials at hand, the Emergency Coordinator shall evaluate the situation and he or a person authorized by him shall immediately call the appropriate individuals or agencies listed in the Emergency Roster and request assistance. The Nuclear Plant Superintendent shall be promptly notified and the on-site and off-site emergency organizations utilized to the extent needed.

- 3.1. 2 MINOR PERSONNEL INJURIES For minor personnel injuries not involving radioactive contamination anc requiring professional medical treatment, the Emergency Coordinator shall notify a local physician and arrange transportation of the injured to the physician's office for treatment.

For minor personnel injuries involving radioactive contamination and re-quiring professional medical treatment to decontaminate and repsir the injury, the Emergency Coordinator shall notify and request medical assistance from the physician at the plant's First Aid Room.

3.1.3 MAJOR PERSONNEL INJURIES For major personnel injuries not involving radioactive contamination, the Emergency Coordinator shall consult with a local physician and arrange for treatment and transportation at either the physician's office or at the Citrus County Memorial Hospital in Inverness, based upon the advise of the physician.

For major _ personnel injuries involving radioactive contamination, inhalation or ingestion of airborne radioactive contaminants, or external radioactive overexposure in excess of 15 rem, the Emergency Coordinator will arrange for transportation of the injured to Shands Teaching Hospital in Gainesville in accordance with Section 5.0, Medical Emergency Procedures. The hospital will be notified of the incident in accordance with Section 5.2.

3.1. 4 OTHER RADIOLOGICAL EMERGENCIES Any incident which causes or threatens to cause an individual located at the site boundary to receive a total radiation does to the whole body in excess of 250 mrem or 3 rem to the thyroid requires notification of the Duty Officer of the State of Florida Radiological Response Team for advice and/or assis-

-tance, in accordance with Section 2.7. If assistance is requested and public evacuation is necessitated by the State's Response Team evaluation of the incident conditions, it will be accomplished in accordance with the current State of Florida Radiological Emergency Plan in effect at the time of the incident.
