//1 Enclosed are three (3) signed originals and forty (40) conformed copies of Amendment No. 51 to the Final Safety Analysis Report (FSAR) for Crystal River Unit No. 3 Nuclear Generating Plant.

Amendment No. 51 contains revisions to the FSAR to incorporate the modifications to Florida Power Corporation's Quality Program which were identified in our letter to Mr. John Stolz dated September 22, 1976, and approved by the Commission in Mr. Stolz' letter to Florida Power Corpora-tion, dated January 25, 1977. Amendment No. 51 also contains revisions which were previously transmitted to the commission in our letters to Mr. Stolz, dated November 12, 1976, and December 9, 1976.

This amendment to the FSAR contains no restricted data or other defense information.
