Dear Mr. Giambusso:
Supplementing our previous application submitted July 12, 1974, for an extension of time for completion of Florida Power Corporation's Crystal River Unit #3, as covered by Provisional Construction Permit No. CPPR-51, granted on September 25, 1968, we offer the following information.
Subsequent internal developments now under evaluation and implementation will result in a further Crystal River
- 3 schedule delay from the projected earliest fuel load-ing date of April, 1975, for this unit.
Inability to successfully fund the present Florida Power Corporation construction program is now a matter of public record.
This situation with an inability to quickly pre-dicate a start of a recovery period, have caused drastic reduction (75%) in Crystal River construction forces on site.
It is anticipated that appropriate reduction in the support areas and engineering will be accomplished this week.
Other construction proj ects have been can-celled or similiarly reduced in activity levels.

Mr. A. Giambusso October 21, 1974 Complete review of remaining work items, resource re-quirements and cost to complete will be accomplished as soon as possible after work reductions are completed with appropriate submittal of schedules through proper channels on a monthly basis for inclusion in your " yellow book".
As of this writing, we would project the earliest fuel loading date would be 3/1/76, and latest would be 9/1/76.
As stated before, these dates are being used for schedule and cost control planning purposes subj ect to monthly re-vision.
Work forces remaining will continue work on previously scheduled critical path activities; such as, tendon tensioning, test program, electrical and mechanical systems.
Based on information supplied on July 12, 1974, staff discussions and the above recent developments, we hereby request that Construction Permit CPPR-51 be extended from September 30, 1974, until December 31, 1976.
